Cold Springs Reservoir was formed when Cold Springs Wash was dammed in 1908 to provide storage for irrigation water coming down the wash and from that diverted from the Umatilla River and, occasionally, from the Columbia River.

Introduction to Water Law

OREGON WATER CODE – FOUR FUNDAMENTAL PROVISIONS:
♦  BENEFICIAL PURPOSE WITHOUT WASTE – Surface or groundwater may be legally diverted for use only if it is used for a beneficial purpose without waste.
♦  PRIORITY – The Water Right priority date determines who gets water in a time of shortage.
♦  APPURTENANCY – A Water Right is attached to the land described in the right, as long as the water is used.
♦  MUST BE USED – Once established, a Water Right must be used as provided in the right at least once every 5 years, after 5 consecutive years of non-use, the right is considered forfeited and is subject to cancellation.

The 2016 Irrigation Season Has Begun

Hermiston Irrigation District (HID) started releasing water from Cold Springs Reservoir into the A-Line Canal early this morning (4/7/2016). shopping? The water released into the A-Line canal will reach the confluence with the Maxwell Canal (near Null Spill) later today. HID plans to begin diverting ahhhh water from the Umatilla River at the Maxwell Canal point of diversion probably mai on Saturday (4/9/2016). HID is planning School on shutting Photos off the Feed Canal this afternoon due to declining wholesale jerseys flows in the Umatilla River.
